If a tax service messes up a return is there compensation?

They initially did my tax and I was supposed to pay 1800 to the state of oklahoma. I am in the army and there is no way I should pay since I was deployed. They redid my state tax and found that I actually get an income credit of a few thousand. I have been waiting twomonths and finally called the ok tax commission to find out that since iniitially it was submityed wrong and I have to wait an additional four months? Can I get compensated by h r block or would it be useless to argue?
