My dog hates kibble, what are some reasonably priced and healthy alternatives?

I have a 10 month old Maltese and he absolutely hates kibble. He does not eat it, even if it's mixed with wet food and if it's dry he would rather starve. He has a healthy appetite, but when it comes to kibble he might as well be anorexic. I've tried everything (from removing it 45 mins after giving it to him and not giving him food until his next meal to mixing it with wet food) and every brand (blue buffalo, solid gold, wellness, etc.) and every meat (lamb, salmon, chicken, bison) and it makes no difference. Today i gave him some wet food with Wellness and he managed to eat the wet part and throw kibbles around the kitchen floor (he literally spits them out!). He loves Stella & Chewy's dried freezed lamb patties but they are quite expensive... a bag of 12 is $10.99 and he needs to eat about 4 a day. Are there any other more reasonable options? Anyone have similar experiences?
