Is it normal to feel so many bones on your pomeranian?

I have a pom that was born on June 16 of last year. She's always been exceptionally small, but I just started noticing she's a little too tiny. At least, she looks that way to me. Anyway, under all of her fluff, I can feel her ribs an back-bone, as well as her hip bones. That's not normal, is it? I have to admit, she barely eats, and when she does, it's once peice of kibble at a time. Literally.
