What is the best type of skin powder foundation?

I am new to make up and I am just looking for a brand that is healthy for skin and what brands are good, I don't want the liquid type, just powder! also if you could answer what are the good makeup starters/necessities that I should get first I would be very glad to get your feedback. I have heard neutrogeana is good but I am just unsure!?
