Is it true that most dogs have periodontal disease by the time they're 3?

I have read that many times. I also have seen it on dogs 2 and up. And tartar too. But these are dogs that only eat dog food (kibble,canned) not dogs that chew on rawhide or bullysticks, and not dogs that have their teeth brushed.
